An iPod with a dead battery will refuse to turn on, and it will say to plug in first. In order to turn on a uncharged iPod, you will need to plug it in for a few minutes first.
It might need a new battery.

i don't care of this question jk ! i don't know i had trouble with this myself. normally you can tell when your iPod shuffle is charging is because the little light will turn orange when it's on the charger and when it's fully charged the light will turn green!

You either just over charged it (Which is a problem) or you just didn't know and you turned it off or its just frozen. If it's frozen leave like that for a day or 2 then charge it and see what happens. If you might have turned it off hold the button on top of your iPod and it should turn on. To turn on a IPod that won't turn on you need to hold down the top button and the bottom (i think) to reboot (not restart) a IPod
There is a small button in the left side of the top of the device. Hold it for three seconds and release. The Apple symbol should appear. Wait for about 30 seconds and your main menu will be presented. If this is not working your iPod may not be charged enough to turn on or may be defective.
