By crank do you mean sproket? The smallest iv seen is a 22t but there may be smaller, or do you mean 3pc cranks?

You will need to DRILL it out and if you mess up the threads then you will need to retap the bolt hole.
By crank wheel I assume you mean flywheel. The answer is you take the transmission off and count them.
If you mean it won't crank then the starter is defective. If you mean it will crank but not start it isn't getting fuel, spark or compression.
Replace the head or redrill the hole and retap it for a bigger screw.
If you mean won't start, check the cam and or crank sensor. If it won't actually crank then something is broke inside or just seized.
If you mean will crank, but no fire, then check for spark and fuel. If you mean will not crank, then check the wiring and the starter.
From the subjective word 'crank' I think you have a dead battery. Not enought juice to turn the motor over...
