A decentralized network, often referred to as a peer-to-peer (P2P) network, does not have centralized control and allows each device to communicate directly with others. In this type of network, every node can act as both a client and a server, sharing resources and data without relying on a central server. This structure is commonly found in small office or home office settings, where devices are interconnected without a single point of management.
A workgroup is 10 PCs or less, used for home or small business, each computer works independent, there is no centralized control of resources. A Domain is more than 10 computers, Microsoft recommends that you use a domain controller running a network operating system such a Windows Server 2003 to control network resources. or a domain provides centralized control
Usually as a rule of thumb a peer to peer network is appropriate when the number of clients is about 10 or less, and you don't need a dedicated technician to run the network. In addition, a peer to peer network is best used when the growth of the network is small or slow as well. Small departments and companies successfully use peer to peer networking because they do not require anything more costly or sophisticated.
LAN
Normally. Businesses that are at a huge office will have a bigger network. Some just use this Local Area Network.

You need to get a router or switch allowing shaping traffic including bandwidth limiting.
Small Business Owners sometimes need their employees to access network resources from outside the office. One of the tools well suited to provide a Virtual Private Network connection to a companys internal resources is Small Business Server 2003.
