No, you do not need a digital converter box to use a DVD Player, all you need is a TV.
If your DVR has a built in DVD player, yes.

a DVD player that plays CD's also
* It has an HD DVD player * And also more memory: 120 instead of 20 Gigabytes
To connect a DVD player to a TV using only a converter box, first connect the DVD player's video and audio output (usually composite cables: yellow for video, red and white for audio) to the corresponding input on the converter box. Then, connect the converter box to the TV using the appropriate output cables (like HDMI or coaxial, depending on your TV's input options). Ensure both the DVD player and the converter box are powered on, and select the correct input source on the TV to view the DVD playback.
No.you don't need a DVD player, but you do need a computer or special game box. Lissa15
No. A DVD player only plays DVD's. In order to duplicate DVD's you would need a DVD recorder or computer software. A DVD recorder may also play DVDs. no, you can't!
Sounds to me like your trying to play a foreign DVD from another country. When you purchase a DVD player from the store the box will most of the time list its region code on the box. For example I think the U.S. uses region code 1. If you really want to play that DVD best bet is to buy a DVD player online from the country origin of the disc.
