If you really want that puppy, if your really love it and your allowed to have a dog, then you can adopt it. Though you MUST see a vet within the first 2 weeks for the puppies safety and health.
Given that there are no valid reasons why they shouldn't adopt, it's really not something to care about unless you're the adoptive family.
