As far as I know Pakistan has had a democratic government under Zulfiqar Ali Bhutto(the founder of Pakistan's current ruling party,Pakistan's peoples party) later twice under Benazir Bhutto,Z.A bhutto's daughter and also the current government is said to be democratic.There can be other democratic governments in Pakistan before but i only think of these as these are the most known ones.

It must be noted that Benazir Bhutto seriously under-estimated the strength of her political rivals, fundamentalist enemies and over-estimated the ability of General Pervez Musharraf to provide her with efficient and fool-proof security. Given the numerous opponents that she had within Pakistan, it was unwise of her to have attempted to stay in Pakistan and attend political gatherings where her personal security is bound to be difficult to guarantee. In fine, her poor judgment of the current pre-electoral political and security situation in Pakistan put her in the path of harm's way and eventually got her killed.

many people believed she would help the poor and improve the country... but she had been in power before and many of the higher classes knew this was not true... Bascally many of the poor people believed she would make a difference but she would come in power and not help the problems as she added to them
