No, it's not, but it's funny to see the supposed "serious" writers who claim it is.

I looked at all the complaints, but all of them were from "authors" who failed to recognize the obvious - that Dorrance is a vanity press that will publish anyone's work, but will charge you for it.

You send your work in, they tell you how much it will cost you to have them actually turn your manuscript into a real book. When you send them the money, they make your books, and mail them to you, and you then have to sell them yourself.

Needless to say, besides some family and friends of your's grudgingly buying a copy, you will simply be out the money you spent to self-publish.

Remember, if your work is any good, a publishing house will pay you - that's how it works! If you are asked to pay, it's not a scam, it's just that Dorrance knows they couldn't possibly sell it to anyone...except you.
