Urban
The urban is a city area. With the buildings and departments and a lot of cars, especially taxes. And cities can go on for many miles, like the NY City. A rural is the country area. Countries can have buildings, taxes and departments and such, but not all over. A rural can also go on for many miles. The urban has a big population. The rural can too, but not in every country area, like a rural in Alaska. Urban has cars, buses, streetcars, subway trains to get around.
