In my view, Marx's theory of government was not successful in the West because Marx did not anticipate that capitalism would adjust to accommodate the growing demands of the working class, and was not successful outside the West because Marx failed to recognize the role of greed as a motivation to produce.

It is impossible to say because true communism as Marx envisioned it has never been established in any country at any time since he wrote 'The Communist Manifesto'. Today's so-called communist regimes would have been rejected by Marx because they are more repressive of the Proletariat than are the Bourgeoisie of capitalism. Marx believed communism would evolve naturally from socialism. He did not believe it would be done by the forcible overthrow of capitalist states.
