There is no current meaning for the use of this term except that a celebrity was called this during an interview. Best guess so far is The crew of London city workers who break up the old cement light stands left when newer modern lighting is installed. The triangular cement pillars are commonly called Hobs and are broken up by hand.

This is also an offensive term for someone that does something gross.

It is of British origin, and has been popularized in the United States by the TV show, iCarly.
