That depends on what you feel "counts" as being a published author. There are many lesser publications that often publish student work, especially poetry, and your chances of eventually being published in one of these aren't bad if you're a talented writer. There are also web "publications" that are even easier to get accepted for. If you mean getting a novel published, that could get a little trickier. Sometimes there are small publishers that are willing to work with local authors, but you shouldn't expect to get rich from that. If, by being a published author, you mean that you would produce the kind of work that allows you to make a good living writing, I'd say your chances are about the same as those of a garage band who wants to make a living playing music. Not impossible, just very difficult.
