The way people at the time were being treated, many were starving, had no money and were living on the streets or were subjected to the confines of the cruel workhouses
He saw it as away of highlighting the appalling conditons children were forced to work in (child labour), the way people were being traeed because they had no work and were poor because of this, the attitude of many parlinmentarians who dismissed the scale of the poverty in Britain as over reported.
To highlight the derivation of the time and to bring to the forefront the issues of the factory and mine owners using child labour as it was cheaper than employing adults. He wanted to make sure that the people of Briatain that had the power and welth to take action were embarressed enough to do something to help
