A city that has written its own charter is often referred to as a "charter city." These cities have a document, known as a charter, that serves as their governing constitution, outlining the powers, functions, and organization of the city government. Examples of charter cities in the United States include San Francisco, Los Angeles, and New York City.

A city charter refers to a city that is governed by its own charter document and not by the state or national laws. A city charter is more flexible in terms of choosing novel types of government structure.

The two major forms of city government in California are general law cities and charter cities.
A written document that granted townspeople the right to control their own affairs was called a "charter." Charters typically outlined the rights and privileges granted to a town, including self-governance, trade practices, and legal authority. They played a crucial role in the development of medieval towns and the rise of local governance.
In Virginia, NO city resides in a county. The City of Newport News obtained its present Charter from the Virginia General Assembly effective July 1, 1958, as a result of the consolidation of the Cities of Newport News and Warwick. When a Charter is granted by the General Assembly, the resultant city becomes it's own political subdivision. In other states, a city may be part of a county, but not under Virgnia law. The "legal document" is the City Charter.
