In Virginia, NO city resides in a county. The City of Newport News obtained its present Charter from the Virginia General Assembly effective July 1, 1958, as a result of the consolidation of the Cities of Newport News and Warwick. When a Charter is granted by the General Assembly, the resultant city becomes it's own political subdivision. In other states, a city may be part of a county, but not under Virgnia law. The "legal document" is the City Charter.
