To better understand these rules, read the definition of Lust -

An inordinate desire for or enjoyment of sexual pleasure. The desires or acts are inordinate when they do not confirm to the divinely ordained purpose of sexual pleasure, which is to foster the mutual love of husband and wife and, according to the dispositions of providence, to procreate and educate their children."

That is lust, and to better understand masturbation, here's the definition for it -

"masturbation is the excitation of one's own or another's genital organs, usually to orgasm, by manual contact or meansother than sexual intercourse."

That should spell it out quite clearly, but just to leave no confusion, here also is the catholic definition of masturbation -

"Direct stimulation of the sex organs outside of sexual intercourse. The self-stimulation can be physical, by means of some external object, or psychic, by means of thoughts and the imagination. It is a grave misuse of the procreative faculty and when done with full consent and deliberation is a serious sin. The sinfulness consists in setting in motion the generative powers while preventing them from achieving their natural, divinely intended purpose."

These are the official church teachings, you can find them in the many Catechism books that the church has approved, as well as other approved catholic books on morality and sexual wisdom.

Catholic Married couples ARE allowed to use sex toys in foreplay. (And foreplay only.) AS LONG ASthey are using them with the goal of the marital act in mind. So, as long as you 'finish' together, i.e. complete the union or marital act with procreation in mind, (or using natural family planning) then using sex toys during foreplay is permissible. They are NOTsinful when used in the context of marriage.
