President Franklin D. Roosevelt authorized the internment with Executive Order 9066 .
During WWII the Executive order 9066 was authorized by FDR. It let the military confine all Japanese into internment camps.
The order from President Clinton established the armed forces services medal, which is sort of a catch-all medal that can be awarded for "significant activity" .

During World War II, two notable executive orders were issued by President Franklin D. Roosevelt: Executive Order 9066 and Executive Order 8802. Executive Order 9066, issued in February 1942, authorized the internment of Japanese Americans in relocation camps. Executive Order 8802, issued in June 1941, prohibited racial discrimination in the defense industry and established the Fair Employment Practices Committee to ensure compliance. These orders reflected the complex social and political dynamics of the United States during the war.
Franklin D. Roosevelt, by his authority as President of the United States and Commander-in-Chief, authorized and directed the Secretary of War to take any action he deems necessary to enforce Executive Order 9066. FDR signed and issued the presidential executive order during World War II as a response to the Japanese attack on Pearl Harbor and the Niihau Incident (both occurred on December 7,1941).
