They had no recourse to the courts and could not sue for damages. Thus outlaws, who were often thieves, needed to develop trust among themselves if they were to survive. Criminal gangs formed pacts, agreement or charters among the members specifying their obligations to each other. Hence-"Honor among thieves." However, outlaw gangs often competed with each other, just as gangs do today. Outside society would see outlaws committing violence and theft against other outlaws. Hence, "No honor among thieves." Piracy compacts were the seaborne manifestation of these outlaw compacts. A skeptic might also ask if there is honor among gentlemen or no honor among gentlemen? Presumably, if their is no honor at least one of the men is not a gentlemen. But it really depends more on the individual than the class to which they belong--thieves or gentlemen.
