The issue is likely related to the headlight switch or the dimmer switch on the steering column. I assume you mean the angle of the headlights and not the brightness. On the headlights themselves are Allen screws with measurement markings and angle degrees. Loosen Allen screw and move bolt forward or backward to change angle.
Answer: on the turning signal switch turn the handle forward for headlights. high beams pull in to flash. push out for high beams to stay on.
Very easy, open the bonnet. On the indicator you will see a tab. Simply gentle lift the tab and slide the whole indicator forward. The lamp holder will come out with a twist.
depends on your area and local laws, technically only original equipment lights are legal, that being said most laws only dictate that the forward headlights be white in colour.
First double check the bulbs to be sure they are good then I would suspect the high/low beam switch or the headlight switch is at fault.
On a 95 Jetta you push the lever forward to keep the highbeams on pulling it is just to flash them. also make sure you have the main light switch turned on as well.
If it's just the bulb you are replacing it is done by removing the indicator (unhook the spring in the engine compartment and slide the indicator forward). If you need to replace the whole lamp then the bumper has to be unbolted!
Take out the 2 bolts on top of light assy and lift up and forward. There is a tab on the bottom that slips into a slot when you put it back in.

You don't say what year of Ford Crown Victoria , but if you move the turn signal lever forward it will turn on the high beam headlights
