Insert key and turn to position "I",push in the locking pin on top of the lock barrel with a small screwdriver and withdraw the locking assembly.Take the new lock and set to "I" again,if steering lock was not released before starting the removal,you may need to push down the steering blocking pin with a screwdriver down the hole.Otherwise,just insert the locking assembly until it clicks in.
If you are asking about the small circlip that holds the locking plate down, it goes on top of the locking plate. There should be a spring on top of the turn signal cam then the locking plate goes on top of that. A special locking plate depressor is required to hold the locking plate down, then the circlip holds the locking plate in place when the depressor tool is removed.
