I owned a 91 RS, had same thing happen. Turned out to be the VATS (Vehicle anti-theft system). In my case the prongs in the iginition were not making contact with the black pellet on the key when inserted. Please refer to discussion page.
On the starter or IF you have (2) positive battery cables, in between them.
check battery. check starter.

dead battery, jump start and maybe buy new battery, you could allso have a bad alternater
Check the battery. If it is a manual hold the clutch push it and let off also check the starter
Check for loose or corroded battery cables Could be alternator is not fully charging battery - check with a voltmeter A fully charged battery should read approx. 12.8 volts without engine running - should read approx 13.8-14.2 with engine running Could be a bad starter or starter solenoid
my 91 Chevy Camaro RS V8 engine will not rotate when I turn the key the battery and the starter have been checked
disconnect battery. from underneath disconnect solenoid wire and battery cable from starter solenoid. remove starter motor bolts. remove starter motor. installation is the reverse but be sure to place the starter shim between the starter motor and the engine or you will get noise during starts.
