If all the dash lights are out then there is two causes for this. The first is all the fuses have blown the other is the relay for the dashboard lights has went out.

The problem I had with my 95 Jetta was the dashboard light fell out of the dashboard. I was told it was a manufacturer's defect when it happened in 96-97 to me, but VW was not going to fix it. Would have cost me about $100 to get the holster (not sure of name for piece). This is a common reason why the dashboard will not illuminate.
turn the knob on the left side of the steering wheel on the dash. It will brighten the dash, and radio lights by turning it to the right and it will dim the lights by turning it to the left.
you have a blown fuse, look in your owners manual and it will show you the fuses location.
We had this exact problem on an 03 Jetta and it was accompanied by an "EPS" light coming on on the dash. The problem turned out to be the brake switch; ours was under a recall but I don't know which years were recalled. The part is apparently easy to replace if you are handy enough but we had to have it towed to the dealership for replacement. Luckily there was no cost with the recall but I don't know how much it is if you have to pay for it.
Order a replacement Toyota 4-runner....!!!
