Do not over fuse any circuit. bad bad idea This is a fire hazard. The fuse is burning up because your electrical system is already drawing too much current. Adding a larger fuse is giving the system permission to run even hotter. I cannot tell you exactly why your fuse is failing but I suspect your ignition switch is failing. This was quite common in 99 and there are many tech bulletins and even some recalls on it.
