There is a filter/strainer screen on most AC liquid lines between the condenser and indoor evaporator coil. This strainer is probably stopped up and needs to be changed.
Look at compressor when engine running-You should be able to see if compressor clutch is pulling in. Try with A/C on and then with A/C off to see difference

The Air conditioning compressor is likely seized. There is a clutch in the pulley that engages the compressor when the A/C is turned on. You can easily check the compressor (with engine off make sure the pulley has had time to cool off as it will be very hot) Try to turn the most center part of the pulley. If you cannot turn it by hand the compressor is seized. The smoke was MOST likely from the serpentine belt rubbing on the seized pulley when the A/C compressor was engaged. Please note that the same belt drives the power steering pump. This belt will be destroyed from the heat and must be replaced to prevent a possible steering failure.
It is probably low on R134 refrigerant, compressor clutch may be going out also but it is most likely in need of a recharge.
Check the coolant pressure. If the pressure is too high the A/C clutch will not engage. If the pressure is within tolerance, test the A/C compressor and clutch.

Check to see if compressor is working - if not may be a bad fuse (at the compressor) or low refrigerant charge Make sure temperature control is working and is set to "cool" position

DOES THE COMPRESSOR CLUTCH STAY ENGAGED OR DOES IT CYCLE ON AND OFF. ON AND OFF MEANS ITS TRYING TO BUILD UP PRESSURE,BUT WITH LOW OR NO REFRIGERANT IT WON'T COOL.SO THE FIRST THING TO CHECK IS THE PRESSURE. YOU CAN PICK UP A GAGE AT AN AUTO STORE FOR ABOUT 7-10 DOLLARS.THERE COULD BE A BAD LOW PRESSURE SWITCH ON THE SYSTEM.MAKE SURE YOU ARE CHECKING THE LOW SIDE THATS THE ONE THAT GOES TO THE ACCUMULATOR.
