I haven't seen the grill of a 91 ranger specifically but as a fireman we have to open lots of car hoods to put out fires underneath. Many times the cableing has burnt through. Without using brute force tactics you may be able to look through the grill directly under where you put your hand to open the hood once its popped. If you can identify the wire you can grab it with pliers and pull or twist until the hood pops. I hope that helps. Good luck they can be tricky.

it is located between the grill and the radiator. easiest to get to by coming up from underneath behind the grill
I am told it is behind the front grill on the Ranger (Thunder / Wildcat). More specifically either mounted in front of the Radiator or in other cases near to /or below the LHS front headlamp.
when you open the hood, it is the two tubes coming toward the grill.
