I have the opposite problem with my 99 Windstar - front vents will not go to heat, which is real fun in winter. This is a fairly large job with to many steps to post here. If you intend on doing it yourself I would recommend purchasing a shop manual for that vehicle. The manual will pay for itself after the first job.

If you are getting hot air no matter how you adjust the temp control switch, the temp blend door actuator is probably at fault. The actuator is located under the passenger side of the dash. You will have to remove the lower plastic cover above the passengers foot area to gain access to it.
