Yes, it will allow the wheels to move in ways they shouldn't
Tires and/or wheels out of balance Also: Bad alignment--too much toe-out, loose/worn struts, bad ball joints. bad CV joints, worn tie rod ends (inner and/or outer), bad tire--slipped belt. Steering rack worn out. Check tires for abnormal wear (cupping and shoulder wear first)

I have seen this with bad or unbalanced tires.
If it takes an abnormal amount of steering wheel movement to turn the wheels then chances are it is the steering gear box. Also check for bad ball joints and tie rod ends. Any steering linkages can be suspect.
Clunking/knocking sound felt though steering wheel and floor when turning and going over bumps at low speeds.

I t can cause a shimmy in the front end while driving if it is wore bad enough. It can cause your tires to wear abnormally. If it completely breaks, it can cause you to loose control of steering on the tire that it broke off of.
you might have run out on your rotors as well as bad balance on your front tires.
