If you are only lowering the car 1.5", you will most likely not need new struts or a camber kit immediately. (But this depends on the spring, if it is a very stiff spring it may be too bouncy without enough damping)

However, even if they are usually not a necessity, something better than OEM struts would probably be a very good idea eventually if you are lowing your car. Usually short stroke and/or adjustable struts are what you would need depending on what you will be using the car for. Short stroke would make the suspension have less travel in the downward direction, meaning if you put your car on a lift, the tires would not hang down as much. With lowering springs, the car's suspension travel in the upward direction is usually decreased by a similar amount to how much you lowered the car. So if you had 8" of travel before you would only have 6.5" after a 1.5" drop, but that is not always true, and shortening the bump-stops will usually give you that travel back, along with removing the fender liners.

At that much lowering though, the camber increase will be minimal and keeping up with your tire rotations should keep tire wear under control, slight negative camber can be beneficial (and look cool).

Also, if you have oversized rims there may be problems with clearance but that is another issue.

I cannot be more specific than this without knowing exactly what car is being lowered, and I suggest checking on a forum based on your model of car and see what other people have done.

That makes the vehicle unstable and difficult to control especially when you're going much over 15 MPH. As opposed to shocks, struts also include suspension springs and bushings, so it depends on which part of a strut is going bad. If the springs are getting weak and the vehicle is "sagging", that's probably not too terribly unsafe, just an annoyance. If the bushings are shot, don't drive it. In my opinion, it's not a good idea to drive without good struts, but that has to be your decision.
