DX/LX have 14" x 5.5" steel wheel with 185/70/R14 tires. Can safely upgrade stock tire size to 195/65/R14 for better ride and handling.
Of course you can, but this is a not an advisable substitute. The 195/70-14 will be 5.45% larger in diameter and it is never advisable to go over 3% in difference. Your speedometer will be read 56.8 at a true 60 mph. Handling, performance, and braking will also be adversely effected.

No, there is too much difference in overall diameter at 5.17% smaller which is unacceptable. You should never go over or under 3%. A 195/65-14 is extremely close to being acceptable at 3.10% smaller. Your speedometer will read 2 mph slow and you will get slightly less fuel mileage. Just make sure to replace them in pairs of all 4 if you decide that is what you want.

average size is P195/60R-14, however some of the oz or ralley may have larger sports tires. On my 1993 GL model they are 175 /70 R13 on my 2004 Lancer ES- 185/70 R 14 changed from R14 to 195/60 R15. no issues.

Yes of course they can, the difference between a 185/60/14 tyre and a 185/65/14 tyre is the tyre is 5mm difference in height. Just make sure you replace them in pairs(front two/back two/all four) and not one single tyre as this will put your wheel alignment/tracking out of position. The 60 and 65 is the % of width. The difference in profile aka aspect ratio, height of sidewall is 111mm on the 60 and 120.25 on the 65 a 9.25mm difference
