You can clean off the carbon off the face and inside the honeycomb, but the noble medals will come off too rendering in useless. The air will flow thru it again and make the engine run better, but it will not pass emissions. Only clean it if you want to save welding a pipe in it's place. Otherwise chop it off and install a cheap universal cat or pipe in its place.

Then it will not let exhaust gasses pass though. No way exists to clean out a catalytic converter. They can only be taken apart and the substance used as raw material to create a new metallic catalyst. You can drive fast and blow the dirt off!
