That's a really unsafe idea. Drilling through steel creates a lot of heat and you will probably blow yourself up, not to mention the vehicle you are working on. To remove fuel from a tank one should use a siphon. You can also use an electric fuel pump that you have laying around by wiring it to your batter and running spare fuel line into your tank to the in side of the pump and some more into a fuel container from the out side of your pump.
