As far as I know, the only way to do that is to turn the daytime running lights off. Not sure how to do that in the 4.3 liter, but in my 2002 with a 2.2L, there's a button near the headlight switch. Just push it in 4 times in a row to turn the DRL's off. You should hear a chime after the fourth time you push it. Repeat the process to turn them back on.

Dodge Rams are not equipped with Daytime running lights.. Although what you can do is turn on the parking lights and select just your fog lights (if equipped) otherwise to have running lights you will need to turn on your headlights. It's not a huge advantage to have running lights, because when the climates come that you need to turn on the headlights anyways, they aren't necessary.
I would check the running lights for one with a short. I had the same sort of thing with my trailer and I spent way to much time troubleshooting the brake and signal wires. Turns out a running light bulb connector was grounding out on the trailer and messing it all up.
