Firstly, It depends on the width of your rim, a 195 is typically best suited to a 7" rim whereas a 215 is typically suited to an 8" rim. If 195 was the stock tire size then it is most likely a 7" rim and a 215 will fit width wise but will stick out more and may rub on your inner fenders if there isn't enough clearance. As for a 195/60 compared to a 215/ 60, the tire is around an inch larger in diameter which will cause your speedometer to need to be recalibrated. If you got a 215/55/15 it would only be .1 inch larger which would keep your speedometer readings nearly the same.
215/60/15 is the size on my 2000 Malibu and the malibus have the same style from 97-03 so I believe that would be the size for your 99. I own a 2000 Malibu 3.1L, If you want a good tire for mileage, traction (snow-ice). Look into a 195/65/R15 T89 or 44psi+. The Chevy Malibu weights 289 more pounds then a 2004 Pontiac sunfire which comes factory 195/65/15 and also grand am came factory with 195/65/R15 The grand am weights 33 more pounds then a Malibu. Tire radius difference is the same, Speedometer will be right on the money. The 195/65/15 has a smaller patch size then a 215/60/15. The 195 is 1.5 inches more narrow. Less resistance to plow through snow. 195's is about $20 cheaper to buy per tire then a 215. Wear or length of time the tire wear out is about same as a 215. 50,000 is 50,000 so the same wear amount. I started using 195's on my Malibu 3 years after bought it new, I use the stock 15" steel rims that came with the Malibu and the 195's fit beautiful on them. Still hang over the edge some, but nothing like the sport look 215. I switched to 195 because of price of tires, 1 mpg better mileage. But mainly traction for winter snow and ice. It makes 215's look absolutely cumbersome on snow and ice. 195's can be a bit stiffer some tire brands I noticed a little rougher ride, but I can live with that. I been using all-season 44 psi 195's year round for 8 years now. No problems, only good results. Good luck with the tire hunting. Everyone likes something different with tire characteristics.
If you are using the same wheels, no. The last number is the size of the wheel, and obviously a 15 inch tire will not fit on a 16 inch wheel
