You could have an electrical problem, perhaps the fan is going bad. I would get it checked out, in some instances, it can cause a fire.

it sounds like you have clutch whine which is the bearing in the clutch and that would explain why it smells like it is burning as well hope this helps
When you turn on the heater for the first time, it smells because it's the accumulation of the dust from the spring and summer. it's fine just turn it on for about 15 min with the windows open and it'll disappear in no time :)
