Check to make sure that the fluid is full. With a helper and the vehicle sitting still in park, move the steering wheel fully side to side while one of you listens at the wheels to find the noise.
The power steering fluid reservoir is by the firewall towards the passenger side of the engine
It's your upper steering shaft. Either take it off and grease or replace it.
Take it in and have the steering motor checked. This sounds just like what happened on my Mazda 6.
At least for the 2005 model, the manual recommends using automatic transmission fluid to refill the power steering level in the car. Consult your manual to verify.

The 2005 Cobalt has an electrical steering system. There is no power steering fluid used. The steering column has lubrication points.
Not sure if your having the same problem, but I bought a 2005 Volvo S60 2.5T from a dealer a few days ago and while test driving I heard a scraping noise when turning left. They said they would look into it and fix it. Today they told me they have 'replaced the front bump stops' which was making the noise... Check the Steering Fluid level!! My cap was not closing properly, that was why it lost fluid so I cleaned the cap and refilled steering fluid... Works perfectly fine.
