I don't have a diagram, and I'm certainly not an expert, but I did have to locate the flasher on a 96 Lumina sedan and replace it. It wasn't easy to find even knowing where it should be.
You have to remove the panel under the steering column and it will be farthest from you on the very front near the floor.
The 1990 Chevy Lumina signal flasher unit can be found beneath the drivers side dashboard. The signal flasher unit will be above the brake pedal.

I don't know of a flasher TERMINAL. There is a turn signal flasher in the wiring under the dash next to the steering column and an emargency flasher that sometimes is in the fuse panel.

In a 1999 Chevy Lumina, the hazard flasher button is located on the dashboard, typically to the left of the steering wheel. It is usually marked with a red triangle symbol. You can activate the hazard lights by pressing this button, which will illuminate all turn signal lights simultaneously.

The flasher is under the driver side . Take bottom plastic panel above gas peddle off. It will be on the right side above the gas peddle.
