can a car be sold with a broken odometer?
Anyone can sell a car with a broken odometer legally by disclosing in the bill of sale that the "true mileage is unknown". Contact your local DMV - some states (I believe California is one of them) which forbids any car to be sold, or operated without a functioning odometer.
100 miles.

Depends on what the odometer reads and which region the car is to be sold/bought in.

A broken laser pointer. It sold for 14.83. The guy who sold it, Pierre Omidyar, was surprised and called the guy who bought it to make sure he understood that the laser pointer was broken. It turned out the guy collected broken laser pointers.

yes
Kentucky Fried Chicken of Florida, Inc. was sold to KFC Corporation in Feb. 1981 at Cocoa, Florida. The KFC stores owned by the Florida Corp. were not sold but rather became franchisees of "Big Chicken". Only the franchise rights to the state of Florida were sold along with the "secret recipe" known by the owners of the Florida Corp two of whom were Grandsons of Col. Sanders. I was there.
Depends on the state where the car is being sold. It is against the law to sell a vehicle in most states without notifying the buyer in writing that the odometer does not work and the mileage is unverifiable. It is also illegal in some states to even sell a vehicle with an inoperable odometer.
