If you have the 2.0 engine it has a fuel filter. It is in a difficult place to get to. In the past I have removed the brake master cylinder and booster to gain more access to the fuel filter. I would estimate at least 1 hour labor. A Toyota shop may have special tools and tricks to change it quicker. An auto parts store will have the filter for aprox $25.00.

The cabin air filter for a 1998 Toyota Avalon XL is located behind the glove compartment. To access it, you’ll need to remove the glove compartment by unscrewing or unclipping it. Once the glove compartment is out of the way, you can find the filter housing, which typically requires a cover to be removed to replace the filter.
