If you are putting it on the same make model as it came from it will not need to be FLASHED, If it will work on the vehicle you are working on but came from A different model vehicle you are working on I would try it first, Before I pay to have it flashed, If you hook it up and it needs flashed it will not hurt anything, It just means that it spoke A different language, and you must send it to school (FLASH IT). The rev limiter is part of the engine computer programming. The computer would need reprogrammed to change the rev limiter.
You do not get rid of the speed limiter. It is in the engine control computer and you would have to have it reprogrammed.
If you got the correct computer for your car no mine plug and played i picked mine up from a junk yard when mine died on me.

It has to be reprogrammed! Now if you get the computer,key cyl and the transponder from the same car and install all them it will work then. the computer read a signal from the transponder witch reads the key. if they do not match the computer shuts down and will not let the car start.
