I would say it tastes different, not necessarily bad. Some beers actually have enhanced flavors if served room temperature instead of ice cold. And beer that has gotten hot in the bottle or can before opening is more likely to go bad or 'skunky' then beer that is kept at a moderate temperature.
It may have gotten hot then cold to many times. Sometimes called Skunk beer.
If it gets warm, it can negatively effect the flavor. If it gets too hot, it can be dangerous. A partially filled keg that is thrown into a fire can explode and send metal flying everywhere. Also depends how hot you are talking. If you are just talking about a warm keg, then you are going to have hot beer obviously. Also, when you tap the keg and begin serving, your beer will be very foamy and the the beer will taste flat. Needs to be cooler to keep the CO2 locked into the beer.

Beer that is not kept at a constant temperature tends to get skunky. That is it begins to stink (smell a bit like skunk) and the taste becomes more bitter and sour.
