If you are plugging in a battery charger connected to the battery, yes it will charge the battery. If you are referring to plugging in the block heater, then NO it will not charge the battery it will only warm the oil in the engine block. If you are referring to plugging in a battery heater then NO it will not charge the battery and will only keep it warm.

I think you'd better not do that.diffent battery has diffent parameter.it may damage the battery if you use the wrong charger.you can ask the service for help.
It can wear down the battery and decrease over overall life of the battery. Just charging it until it it's fully powered can help to keep the battery life as high as possible. Make sure you do not overcharge the battery and lower it's lifespan per charge.

Just contact Motorola. They should be able to tell you where to go to get a new two-way radio battery or help you get your old one to charge. Batteries.com will have the two way radio battery that you need. They have a huge variety and will be cheaper than getting one from Motorola.
You could charge batteries directly from the cells if they are wired together right. Cells in series and parallel to make power is tricky business. It would help if they were identical but they are not. Now PV power management systems get the most out of all cells all day long.
