The power-train warranty covers the engine transmission, & differential. In other words what is powering the vehicle. There may be limitations and exceptions to the exact parts covered. Read the warranty details to find out.
I would say YES. But that would be debatable. Ask and see if they cover it. Just for the record I have to say that I have never seen a starter covered by a power train warranty, they really only cover the engine and maybe the transmission if your lucky, the answer will be in the fine print of your agreement.
It is easier to answer what is covered. The power train warrant normally covers the engine, transmission, and differential and nothing else. For instance the starter, water pump, etc may of may not be covered. The warranty may only cover internal engine parts. You will have to read the warranty details to see if any items are excluded. Power train warranties are not all the same.

It probably depends on the pully in question. A power steering pump pully for example would probably not be considered part of the powertrain. A water pump pully on the other hand may be. Really there is no true definition of what is "powertrain". If you are referring to a warranty issue though that is different. Someplace somewhere a team of lawyers for warranty companies decide what is and isn't included under different warranty packages. Each warranty company has a list of every repair you could think of, and has predetermined weather or not they cover that item. Any time you buy an extended warranty for any vehicle it is a good idea to find out what they really cover. Unless you buy the better warranty packages they usually won't cover a whole lot.
Yes and No. As far as the steering column no, that is part of the chassis electrical system. The ignition is part of the power train.
The power train warranty that Chevy offers on all of its trucks is a 5 year 100,000 mile warranty that is good for fixing all of the engine stuff that might go wrong.
More than likely no. Most used car warranties only cover the power-train and nothing else. Read the warranty you got to see what it covers.

Anything in the direct line connection motor to wheels. Motor, transmission, transfer case if 4WD, axles, and probably wheel assembly if FWD. Does not include starter, alternator, AC, power steering pump, belts hoses, or anything else not in line with the motor. Power train. Power from the motor and like a train what is it connected to.
Most manufactures give you a 1 year bumper to bumper warranty and a 3 year 36,000 mile power-train warranty. Others give you different warranties up to Hyundai & Kia which have a 10 year 100,000 mile limited power-train warranty.
