Yes. At some point there will be a fuse or a circuit breaker in the line for an electric fan.
If this is the fan that cools the engine it will run for a while after the car is switched off. If its the internal heater then I haven't a clue.
First you have to determine what the problem is. The fan, fuse, switch, loose connection. Check the fuse first and then run power to the fan to see if it works.

Maybe this will at least be a starting point for you. Is it definitely the engine and not the fan that keeps running after the car is switched off? Sometimes when I turn my car off, my fan keeps running and I have to manually shut it off by doing the following: For my car, there is a fuse that controls the fan. Currently I just need to tap the cover of the fuse box where the fuse for the fan is located. Mine is a black box which is located under the hood. Once I do that, the fan stops running. Eventually the fuse for the fan may stop working and will need to be replaced. Janet
Check the fuse and the connections first. If the fuse and connections are good, then turn on the A/C. If the fan does not run, then apply 12 volts directly to the fan. If it still does not run it is defective. If it runs then the thermal relay is defective and needs replacing.
Check the temp sensor, and the fan relay. The normal fan operation and AC are separate, the fan will run with the ac to keep it cooling when you are at a stoplight, or not enough air is flowing through the radiator, that is why it doesn't blow hot at a light. If it won't run otherwise the main circuit has an issue, it could range from fuse to relay, to sensor( s).
