Could it be because an air conditioner is not designed to produce heat?

An air conditioner if functioning as air warmer or air chiller can be called as a type of heat pump. If an air conditioner is working as an air de-humidifier then it no more a heat pump.
Could be a bad heater core...also, could be low coolant level. With my car, it was Heater matrix clogged with radiator sealant. The workshop cleaned it and it's start working fine!

If you have a heat pump and the breaker blows in heat cycle then you probably also have auxiliary electric heat which is drawing too much current because of a faulty heater element.
