The fuel rail usually runs across the top of the engine and distributes gasoline or diesel through rubber tubes to individual fuel injectors.
The general procedure is to relieve fuel pressure in the system (typically by pulling the fuse or relay for the fuel pump and then starting the engine, which will quit after it runs out of fuel). Then the clamps that hold the rail to various fuel hoses and/or the fuel pressure regulator can be loosened and disconnected.
Make sure the engine isn't hot when you do this, since some fuel is likely to spill.
