should be on drivers side dash there is a junction block under hood
Open the driver's door and look at the side of the dash. There'll be a small door which you open by turning a knob. If comes off, and there's your fuse panel.

In a 2003 Chevy Blazer, the fuse panel is located inside the vehicle on the driver's side. its on the drivers side dash board. to get to it you have to have the door open and give a half a turn and the panel should come right off
i think you should remove the door first then remove the door panel by hitting it with a soft hammer to release it.
The fuse box is located on the panal betweeh the dash and the drivers door.
Check the left side of the dash with the drivers door open. the door hides the access to the cover for the fuse box
