All common materials including paper have a specific combustion point - unique to that material. So your answer lies in what temperature is the pipe (or the material inside of the pipe)? Aluminum transmits heat very efficiently. If the temperature of the pipe is less than the combustion point of the paper wrapping then one of the three elements required to cause a fire is missing: fuel (present as the paper), oxygen (present as the air around the pipe), and heat (missing since the temperature is less than the combustion point). This principle is demonstrated in the mistake most people make when they have a flare up of something cooking on the kitchen stove. The most common reaction is to attempt to smother the flame (removing oxygen). But they find as soon as they uncover the pan (allowing air to reenter) it flares up again: the answer of course, is to turn off the burner AND smother the flame until the pan cools (below the combustion point of those pork chops a la charcoal).

aluminum is cheaper, however it has also been shown that those afflicted with alzheimer's had high levels of aluminum in their brain tissue. whether there is a link or not, we do not know. however, i am going the route of stainless steel for that reason
