It sounds like there may be a short circuit or wiring issue in your Chevy HHR's lighting system. If it blinks fast either one of the two lights are burned out or the relay is failing
Check the ground, without a proper ground it will not light up
With screw driver, causiously prey the whole orange housing out from the body of the van. Then twist out the wired bulb housing. Then just pull out the bulb from the plug. Reverse order to replace.
On the passenger side.
Sounds like the signal switch is at fault.
Generally under the dash on or near the steering column. If one side blinks, turn it on ans follow the sound to the exact location. FRONT SEATING AREA, DRIVER SIDE, UNDER DASH, MOUNTED ON PASSENGER SIDE OF STEERING COLUMN

5 the driver seat, passenger and 3 back passengers
In the compartment between the driver and passenger seats is a switch
no such thing as blinker fluid and this is only 2009.
The rear tail light assembly had problems with the sockets and circuit board. My guess is you will need to replace the socket and circuit board assembly for the passenger side rear tail light.
