The ambient light sensor is probably at fault. Replacement is necessary to correct that problem. The year, make and model would help us answer that question better.
it means that either your keys are still in the ignition after you turned the car off, or your headlights are on, or you need to shut the door or trunk for it to stop blinking but wont ever go off
On a 1999 Ford Windstar, the headlights might come on when the car is shut off because of a mechanism that allows for a courtesy light. The headlights come on for a few seconds to allow time for the driver to enter a building.
On the same switch you use to turn on the headlights, there is a dome override button that you press and then you can play with the dash lights to make them brighter. This should turn the light off.
Headlights are on a relay. It may have fused shut. The relay maybe in with the fuses. Some have a delay going off which may have failed.

Replace your headlamp switch.
You have to go to the dealer and ask them to turn them off, otherwise they leave them on as running headlights. They will do this for free.
the only thing i can think of is to put your emergency brake to the first click will take out the lights but wont apply the brakes. I'm not sure but why would you shut them off? It's a little extra safty. I turn my headlights on my vehicles that don't have running lights. For anyone who has had a run in with the cops for *eherm* in the back seat, its nice to shut them off so they aren't alerted to your presence. Click the dome over-ride button 4 or 5 times rapidly to shut it off. It will remain off until you manually switch it back on or turn off & turn the truck back on.
