Your question is a little ambiguous, but I have a 2001 Malibu and it has daytime running lights (for safety). So, my running lights are on during daylight and the headlights automatically come on at nighttime. You can turn the switch to shut them off if need be. I hope that helps!
Sounds like your vehicle is equipped with the daytime running lights (DRL system) When the vehicle is started and the emergency brake is released , the daytime running lamps automatically come on. Start your vehicle and then apply the parking brake to see if the headlights shut off , if they do then you have the DRL system.

Yes. During the daytime the lights will be out if the van is parked and running, but when put into a gear, the lights come on. If it's dark, the ambient light sensor recognizes the need for light and turns the lights on when the vehicle is started. The intent is to make the vehicle more visible. I've found that on my 2000 I can override the automatic lights by pressing the "Dome Override" button on the dash four times in succession. I get a single chime and the headlights go to manual control. They return to automatic control the next time the vehicle is started.
