Not too long ago I took one of my headlights off the car to see if I could get into very easily - it had all sorts of condensation in it.
Now, I'm pretty good at figuring out how to *disassemble* things, but the headlight stumped me. It just wasn't readily obvious how to get to the inside.
I ended up pointing a hair-drying at the opening for 1/2 the afternoon and that cleared up the excess moisture.

Not they are sealed.
Either your headlight is burned out or you have a broken wire. You can check it out with a volt meter.

The ECM in a 1999 Mercury Sable is located on the inside of the vehicle on the passenger side. It is located under the kick plate.
Ask at an auto parts store.
