The horn ring inside the steering column is made of Nylon, or a derivitve of plastic from almost the same type- it gets old after awhile, and eventually breaks. So what you have here is the turn signal cancel parts in the column have broken off, and no longer make contact with the trigger- another piece of plastic that is surrounding the steering shaft.

I have a 1996 Grand Marquis. If one of the brake lights goes out the signal on that side flashes faster. I would check the brake/tail lamps.

When it flashes fast it means you have a burned out bulb omn that side. Check all you lights and you'll find the one that's burned out.
Almost every car nowadays come with a turning signal. If you do not have a turning signal, a legal way to signal that you are going to turn would be to stretch out your hand in the direction that you are turning to. Otherwise, you can install two lights (flashing or not) on the two corners of your car. Link it to the buttons near the driver's seat for convenience, and press the button to activate the lights as a signal.
Could be the ground wire (came loose) check the black wire that is connected to a screw/bolt off the car body (metal) rewire/replace.
Under dash, driver's side.
Replace the flasher relay if none of them are working.
